AQ21001: Failure to report under 49 CFR Part 579 open
NHTSA is opening this AQ to better understand and evaluate UPPAbabys process for required reporting under 49 C.F.R. Part 579.NHTSA received a report from the public in April 2020, regarding the 2020 UPPAbaby KNOX child restraint. NHTSA discussed this issue with UPPAbaby and the manufacturer claimed that it did not have any information to report about the KNOX child restraint system under any part of 49 C.F.R. Part 579. On October 30, 2020, UPPAbaby submitted documentation to NHTSA regarding complaints it received about the performance of the KNOX child restraint. Upon review of the complaints, UPPAbaby may have failed to report injuries, foreign recalls, consumer complaints, and manufacturer communications under 49 U.S.C. § 30166 and49 C.F.R. Part 579. To date, UPPAbaby either failed to report and/or untimely reported death or injury incidents, consumer complaints, manufacturer communications, and foreign recalls reports under 49 C.F.R. Part 579. This AQ is opened to seek information from UPPAbaby relating to its compliance with 49 C.F.R. Part 579.
PE21015: Lateral Movement of Child Seat open
The National Highway Traffic Safety Administration (NHTSA) Office of Defects Investigation (ODI) received a manufacturer communication, sent to subject 2020 UPPAbaby Knox Convertible Child seat owners, that alerts them the seat can exhibit lateral movement when used in rear facing position.The lateral movement can occur despite secure installation. The communication goes on to instruct owners to stop using the subject car seat immediately and that if they continue to use the seat it will be at their own risk. No fatalities have been reported.The manufacturer produced a reported 1,808 Knox Convertible Child seats and as of late 12/18/2020, indicated 100% of purchasers were contacted but that 411 seats had not been returned. The manufacturer outreach to consumers involved a letter, in which UPPAbaby requested owners to refrain from using the car seat. A second letter provided instructions for owners on how to disable the seat from further use and receive a monetary refund for the seat plus a fifty dollar incentive for doing so.ODI is opening this investigation to evaluate the scope, frequency, and consequence of the alleged defect in the subject 2020 UPPAbaby Knox Convertible Child seat.
