NHTSA defect investigations
NHTSA is opening this audit query to investigate whether The Hertz Corporation (Hertz) has complied with the requirements of the National Traffic and Motor Vehicle Safety Act (Safety Act). The Safety Act requires, among other things, that a rental company shall not rent a vehicle subject to a safety recall unless the recall remedy has been performed. 49 U.S.C. § 30120(i).NHTSA is in receipt of information that indicates Hertz rented vehicles to customers without having performed required recall repairs. Accordingly, we are opening this audit query to seek additional information concerning this issue.
The Office of Defects Investigation (ODI) received a petition on August 22, 2025, requesting a defect investigation into an alleged defect of the “underbody shields” on model year (MY) 2020 Ford Explorer vehicles. The petition alleges premature degradation and detachment of the plastic underbody shields, potentially leading to road debris. The petition itself can be reviewed at NHTSA.gov under ODI number 11682326. A search of the subject vehicle population was undertaken using complaints submitted to ODI. No related complaints were found in NHTSA’s database for the subject vehicle population. Subsequently, ODI conducted a broader search for related complaints and field reports involving MY 2020-2025 Ford Explorer and Lincoln Aviator models, as these vehicles utilize substantially similar underbody shields. No complaints or reports were found citing any allegations pertaining to any of the underbody shields. ODI also reviewed manufacturer information and data and did not identify a trend related to the Petitioner’s allegations. Based on the absence of consumer complaints and reports, ODI has not identified a material risk of a complete detachment or a projectile hazard related to this condition. The petitioner's description of detectable symptoms - including noise and vibration that progressively worsen and visible sagging of the shields underneath the vehicle - indicates a failure mode that provides drivers with ample notice to seek service before a potential detachment. In view of the insufficient evidence of a vehicle-based defect pertaining to the underbody shields of the subject vehicle, ODI is denying this Defect Petition. A Federal Register Notice (FRN) further detailing NHTSA’s reasons for denial of the petition will be published. The Agency reserves the right to take additional action if warranted by future circumstances. On September 23, 2020, Ford Motor Company (Ford) filed a noncompliance recall report under 49 CFR Part 573 (NHTSA Recall No. 20V-575), recalling 620,246 Model Year (MY) 2020 Ford F-150, F-250, F-350, F-450, F-550, Explorer, Mustang, Transit, Expedition, Escape, Ranger and Edge, and Lincoln Nautilus and Corsair vehicles for a noncompliance with Federal Motor Vehicle Safety Standard (FMVSS) 111, Rear Visibility. Ford's recall described the noncompliance as insufficient electrical conductivity within the printed circuit board (PCB) internal to the camera leading to intermittent rearview camera operation. The supplier of the cameras was Magna Electronics.According to Ford's chronology in the Part 573, during the period February-April 2020, Ford identified and monitored warranty claims pertaining to intermittent or inoperative rearview cameras. Ford reviewed supplier product changes, focusing on changes introduced by the supplier in the October-November 2019 time frame. The Part 573 stated that the issue was brought to Ford's Critical Concerns Review Group (CCRG) for review on May 12, 2020.On July 7, 2020, NHTSA's Vehicle Research and Testing Center (VRTC) informed the Office of Defects Investigation (ODI) of a trend of MY 2020 Escape vehicles with rearview camera malfunctions. ODI contacted Ford the next day, providing five Vehicle Owner Questionnaires (VOQs) alleging inoperative rearview cameras. On July 15, 2020, Ford met with NHTSA to discuss the rearview camera issue. In a subsequent August 24, 2020 meeting, ODI and NHTSA's Office of Vehicle Safety Compliance (OVSC) met with Ford to discuss the recall status and additional VOQs. Ford presented rate and scope data for many of its MY 2020 products during the August 2020 meeting indicating high failure rates for certain models.This RQ is being opened to investigate both the timeliness and scope of Ford's rearview camera recall (20V-575), and Ford's compliance with reporting requirements.The subject reports referenced in the opening resume are identified by the following ODI reference numbers which can be reviewed at NHTSA.gov: 11349813, 11344126, 11342696, 11341486, 11340254, 11337274, 11331444, 11330875, 11329235, 11316960, 11343521, 11341884, 11337226, 11344018, and 11339573.
SUMMARY:ON AUGUST 22, 1995, FORD CONDUCTED SAFETY RECALL, 95V-164, ON 1992 AND 1993 MODEL YEAR EXPLORER DUE TO LIFTGATE FAILURES.THE REAR LIFTGATE HYDRAULIC CYLINDER BRACKET CAN BECOME UNATTACHED ALLOWING THE LIFTGATE TO SUDDENLY DROP.THE RECALL REMEDY WAS TO INSTALL REINFORCEMENTS ON THE BRACKETS.FORD ALSO INITIATED A SAFETY IMPROVEMENT CAMPAIGN IN OCTOBER 1995, FOR 1991-1995 MODEL YEAR EXPLORER VEHICLES WHICH WERE NOT INCLUDED IN THE RECALL, TO INSTALL REINFORCEMENTS ON THOSE BRACKET THAT WERE FOUND TO BE LOOSE OR DETACHED.THIS CAMPAIGN ENDED IN OCTOBER 1996. SINCE NOVEMBER 1996, ODI HAS RECEIVED 51 CONSUMER COMPLAINTS ALLEGING LIFTGATE FAILURES CAUSED BY THE BRACKET SEPARATION, OF WHICH 19 REPORTED THE LIFTGATE STRUCK THE OCCUPANT CAUSING 12 INJURIES.ONE COMPLAINT WAS ON 1992 MODEL YEAR VEHICLE, THREE COMPLAINTS WERE ON 1993 MODEL YEAR VEHICLES, AND 47 COMPLAINTS WERE ON 1994 MODEL YEAR VEHICLES. THIS RQ IS TO DETERMINE THE EXTENT OF THE PROBLEM EXPERIENCE AND THE SCOPE OF SAFETY RECALL 95V-164.FORD AND MAZDA ARE CONDUCTING A SAFETY RECALL CAMPAIGN UNDER RECALL NUMBER 99V-310.001/.002.
